According to Budget Speech 2022-23 Pakistan, the Finance Minister has announced many packages for the employees and pensioners. Before this, Federal Cabinet approved the Budget 2022-2023. The Information Minister told the main contents of the Budget 2022-23 Pakistan. There was different news of salary increase in the budget on 10th June 2022. However, after the approval of the budget and the Budget Speech of Miftah Ismael, the following has been announced for the employees:
Salary Increase of Employees and Budget Speech 2022-23 Pakistan
The following relief measures are proposed for Government employees and pensioners in the Budget 2022-23:
Revision of New Pay Scales-2022:
For the Federal Government employees, the Adhoc Relief Allowances 2016, 17,18,19 and 21 will be merged in the Basie Pay Scales 2017 with effect from 1 July 2022, thus introducing new pay scales BPS-2022
15% Adhoc Relief Allowance 2022:
Grant of 15% Adhoc Relief Allowance on the running basic pay of BPS-2017 to all Federal Government employees with effect from 1 July 2022.
15% Increase of Pension to Pensioners:
The existing rate of pension (i.e.10%) allowed in March 2022 to the pensioners of Federal Government will be enhanced to 15% with effect from 19 July 2022.
Executive Allowance For BPS-17 to BPS-22:
Executive Allowance will be granted to the officers working in Federal Secretariat in BPS 17 to 22 @ 150% of the basic pay, with effect from 1st July 2022 in line with that granted by all provincial governments.
15% DRA-22 To Officers BPS-20 to BPS-22:
The Disparity Reduction Allowance 2022 @ 15% (already provided to BPS 1-19 in Mar 2022) will be extended to the officers in BPS 20 to 22 on the existing terms and conditions with effect from 1st July 2022. This is aimed at reducing disparity for senior officers such as principals, Secretariat officers and officers of attached departments such as Auditor General’s office, Meteorology department, Bureau of Statistics, Oceanography, Archives, different training institutes, libraries etc.
100% Increase of Conveyance Allowance 2022:
Conveyance allowance will be enhanced by 100% with effect from 1stJuly 2022.
Transport Allowance For Officers:
Transport Allowance will be granted to the officers working in Federal Secretariat in BPS 17-19 @ Rs. 25,617 in place of Conveyance allowance with effect from 1st July 2022.
100% Increase Qualification Allowances:
The existing rates of qualification pays will be enhanced by 100% with effect from 1st July 2022.
Increase of Orderly Allowance:
Orderly Allowance will be increased from Rs.17,500 to Rs.25.000 w.e.f.1st July 2022.
Increase of Driver Salary Rates:
The existing rates of Driver’s salary embedded in Transport Monetization will be enhanced to Rs. 25,000 with effect from 1st July 2022.
Deletion of Entertainment Allowance:
Entertainment allowance will be abolished w.e.f. 1dt July 2022.
Merging Criteria:
The merger is subject to the conditions:
All the Special Pays, Special Allowances, or the Allowances admissible as a percentage of pay (including Medical Allowance and House Rent Allowance but excluding those which are capped by fixing maximum limit) and the Allowance Special Allowance equal to one-month basic pay, granted to Federal Government employees irrespective of his/her posting in Ministry/Division/Department/Office, etc. including civil employees in BPS 1-22 of Judiciary shall stand frozen at the level of its admissibility as on 30-06-2022.
An additional increase of 5% and 10%, in BPS 17-20 and BPS 21-22 respectively, will be included in Ad hoc Relief Allowance 2019 in order to remove the expected anomalies. Upon introduction of BPS 2022, the Ad-hoc Relief Allowances granted w.e.f. 01-07-2016, 01-07-2017, 01.07.2018, 1.07.2019, and 01-07-2021 shall cease to exist with effect from 01-07-2022.)
